Boone County Criminal History Checks

Boone County has no one-stop local criminal history portal. The trail is built from several official sources. Search ARCourts shows filed Arkansas case information, the Boone County Circuit Clerk provides official circuit criminal copies, the 4th Judicial District Court handles many misdemeanor and traffic matters, and the Boone County Sheriff's Office keeps jail, warrant, report, and booking channels. Arkansas Criminal History, often called ARCH, is the open state name-search product.

Use the channel that matches the record type first. A jail roster hit does not prove a conviction. An ARCH result can miss a Boone County case if the outcome was dismissed, sealed, not yet reported, out of state, federal, or outside the result categories. Certified court records still come from the clerk, not from a web search screen.

Boone Records Split by Office

The split affects the order of a search. A felony case file belongs with the Circuit Clerk. A recent custody question belongs with the jail roster or jail phone. A city citation or misdemeanor may sit in District Court. A Harrison police report starts with Harrison Police, while reports from smaller towns often route to the sheriff.

Official Background Checks in Arkansas

Arkansas State Police offers two main criminal-history channels. ARCH is the open criminal-history name search created under Act 1185 of 2015 and Ark. Code Ann. Section 12-12-1501 et seq. It costs $24 per search and can be used without written consent, but it is narrow. It returns Arkansas felony and misdemeanor convictions, open Arkansas felony arrests less than three years old, and registry status. It does not return juvenile records, dismissed charges, unresolved misdemeanor arrests, active warrants, sealed records, pardoned convictions, federal records, or other-state records.

The Arkansas CBC portal is the separate consent or authorized background-check channel.

The CBC route belongs to official Arkansas State Police background-check use, while ARCH is the open name-search product.

The Arkansas Online Criminal Background Check System, or CBC, is the consent or legally mandated channel. Arkansas State Police lists the CBC state request at $22, and the CBC FAQ notes $11 volunteer checks in some cases. ACIC states that it does not provide background checks directly and routes requests to Arkansas State Police. Fingerprint-based national checks are available only when state or federal law authorizes them.

That state portal is useful only when the searcher has the correct legal identity data and understands the result limits.

ARCH requires exact identifying information. A wrong date of birth or nickname can cause a miss, and a common name may produce possible matches that cost more if opened. The search is not the same as a fingerprint rap sheet. It is also not a warrant search, jail search, or full court docket search.

Kinds of Criminal Records

Boone County criminal records are not one record set. They are a group of records made by police, jail staff, clerks, courts, and state repositories at different points in the process. The record type decides both the right office and the right expectation.

Boone Jail Roster Limits

The RPS Boone County jail roster has a current-inmate view, new-inmate view, and recent-release view.

The sheriff homepage points readers toward jail, warrant, sex offender, press, and alert tools, but each tool answers a different records question.

The roster is strong for current custody, recent booking facts, release timing, arresting agency, and charge text at intake. It is weak as a long-term criminal history search. Entries can roll off. Charges can change. A person can be booked and never convicted, or convicted after the jail event is no longer recent enough to appear.

RPS also links the RPS-Inmate Info app for iOS and Android. The app listing advertises jail booking, mugshot, arrest date, release date, charges, PBR, court date, jail address, website, visitation rules, and map directions. Use it as a jail information layer, not as a proof-of-conviction layer.

Boone County Criminal Records: What They Contain

A Boone County record can show different fields depending on the source. Court files emphasize case number, charges, docket events, disposition, judgment, fines, costs, and sentencing. Jail records emphasize booking date, arresting agency, physical descriptors, release status, and booked charges. ARCH emphasizes conviction and open felony arrest categories that the state allows in the public product.

District Cases in Harrison and Alpena

The 4th Judicial District Court contact page gives Boone County readers two district-court counters.

Those departments matter because misdemeanor, traffic, ordinance, citation, and bench-warrant issues may never start at the Circuit Clerk.

The Harrison Department is at 220 Arbor Drive, Harrison, with phone 870-741-2788 and Monday through Friday hours of 8:00 a.m. to 4:30 p.m. The Alpena Department is at 108 South Center Street, Alpena, with phone 870-849-8602 and Monday through Friday hours of 9:00 a.m. to 4:00 p.m. A bench warrant for missed court, unpaid fines, or local ordinance matters may be a district-court issue even when the person later appears on the county jail roster.

Arkansas Public Access Laws

Arkansas public access starts with the Arkansas Freedom of Information Act. Records maintained by public offices as part of official duties are presumed public unless an exemption applies. Criminal-history dissemination has its own limits, and registry disclosure depends on Arkansas sex-offender law. Boone County searchers should read each source as a public access channel with boundaries, not as a promise that every record is online.

A possible warrant match should lead to a phone call, not direct reliance on the screen. If the warrant led to a booking, the jail roster may show failure to appear, alias bench warrant, hold for another agency, probation violation, or similar charge text.

Restricted, Sealed and Expunged Records

Arkansas uses the term sealing under the Comprehensive Criminal Record Sealing Act of 2013, though older materials may still use expunged. Sealed arrests and convictions do not appear in ARCH. Juvenile records do not appear there either. Dismissed charges, not-guilty charges, pardoned convictions, unresolved misdemeanor arrests, and active warrants are also outside the public ARCH result.

In Boone County, start by identifying the record holder before asking about sealing. Circuit Court matters go to the Boone Circuit Clerk. District-court matters go to the Harrison or Alpena department. Jail booking and sheriff records may need a sheriff request after the court order is entered. The clerk can provide copies and certifications, but the county page says the clerk and deputy clerks cannot give legal advice.

Harrison is the county seat, so city police records, county courts, and jail records often meet in the same search.

Harrison Police lists 118 Industrial Park Road, Harrison, phone 870-741-5463, and fax 870-741-1678. The page links an online police-report form, CrashDocs for accident reports, fine payment, Boone County District Court, Boone County Circuit Court, and other public resources. If a Harrison Police arrest is booked into the county jail, the RPS roster may show Harrison Police Department as the arresting agency. The follow-up report still starts with Harrison Police, while the filed case moves to court.

Boone Law Drive Jail

The Boone County Jail moved in 2009 from a 36-bed downtown Harrison facility to a 103-bed facility on Law Drive near Bellefonte. The jail page identifies Jail Administrator Nathan Jenkins and describes a staffed detention operation with sergeants, corporals, full-time detention officers, and part-time employees.

For records work, that history explains why custody data is not at the courthouse first. Jail intake creates booking records, roster entries, release records, custody status, and mail or commissary routing. Court disposition comes later if charges are filed. As of September 8, 2025, non-legal inmate mail is processed as electronic copies through City Tele Coin, with physical mail limited to legal mail, approved packages, and money orders.
